Toni has over twenty-seven years experience in business development, strategic communications, program and personnel management, and customer relations supporting the Department of Defense and other Government agencies, along with commercial customers.

Following years of service as a government employee in Heidelberg, Germany, and in the Pentagon, Toni joined the DoD contractor ranks in 1988. She worked for Applied Research, Inc. as Chief of Administration, and Quantum Research International as Office Manager. In March, 1993 she joined Coleman Research Corporation where she rose steadily through management positions from Program Manager to Division Manager following the company's acquisition by Thermo Electron, to Group Director after L-3 Communications acquisition, and to Vice President and General Manager following the merger with SY Technology.
Under her leadership, Advanced Concepts became the fastest growing, most diverse, and profitable business unit in SYColeman. Core competencies of the business unit included: Strategic Communications, Strategic Planning, Space and Missile Defense, Force Management and Force Development, Public Outreach, Joint Force Staff Augmentation, the entire spectrum of Multi-media Products and Services, and in-country Cultural, Religious, Political, and Language support to our Forces in Iraq.
Through her thirteen and a half years with both, Coleman Research and SYColeman Toni's team was responsible for the development and production of innumerable products in support of the United States Army to include: eleven editions of the Army Modernization Plan; six editions of the Army Posture Statement; the official Army Home Page, Strategic Communications Plans for more than half a dozen major military commands and agencies, and hundreds of Movies, CDs, Pamphlets, Brochures, Displays, Convention Booths, and Organizational and Personnel Performance Improvements products.
She has personally led numerous proposal efforts resulting in increased revenue of 47% in 2003, 97% in 2004, and 44% in 2005. In the past three years she has led business development and corporate strategic planning for Digital Fusion, then Sigmatech, identifying business opportunities, developing strategic partnerships (commercial and government sectors) and improving business processes and training.
Toni, a Native of Puerto Rico, is married to a retired Army Officer and has two grown daughters. She currently lives in Fairfax Station, Virginia.
